Can someone tell me if there is a way - in either 1.1.6 or 2 - to return a list of tags (top 10) in order of most used (most often used tag first)?

I’m looking for this too - I had similar functionality when my site was on Wordpress. I’ve only just started using this module though, so I’ll keep hunting around.

You guys should use the cloud. It sorts the tags in the way you want. You don’t have to create the tag cloud effect if you don’t want to.
