Can I use the user module to create a publicly searchable member directory?

I need to create a public, searchable member directory, searchable by a number of custom member fields. Can’t seem to figure out how this is doable with the User module.

What am I missing in the docs?

I haven’t personally experimented with the User Module, but couldn’t you do this with the existing EE Member List?
