i set up an upload directory for images only in EE and set maximum width and heights. i then set an upload field in my freeform form to use that directory. works fine. problem is, if the image exceeds the maximum dimensions, it just gives an EE error indicating that the file is too big. is there a way to make it just resize the image instead? i do have image resizing turned on in my admin section.

You should be able to edit the file size maximum here:
CP Home ›  Admin ›  Weblog Administration ›  File Upload Preferences ›  Edit File Upload Preferences

Otherwise, based off the native EE function, there is currently no option to resize the images.
