With this tool will it allow my members to create public pages and edit those pages with likes, dislikes, favorite links etc? Does anyone have any links to examples?

How do you do this?

Would you create a custom member field? Is there any way to control which custom member fields are displayed (so you can edit their order, or only allow the field to be edited by a certain member group etc)

Since User allows you to write your own profile edit and profile view templates as regular EE templates, you can have various templates to meet different needs. You can place the fields in whatever order you like, as you’re building the templates. You can choose to omit some or whatever suits you.
