I wondered how easy it might be (and amenable you are) to adapt this extension to use with iContact (formerly IntelliContact), as this appears much more feature-rich than the former service and also has an API available.

This extension hooks into the Constant Contact API, it was designed to work with Constant Contact exclusively. It should be possible to modify it to work with other, similar services (or you could always make a feature request), but this would require quite a good deal of programming. It is not available out of the box, to be clear.
